Procedures for filing a complaint

Any consumer aggrieved by an order made by the Forum may prefer an appeal against such order to the Electricity Ombudsman within a period of 30 days from the date of the order, in the form as prescribed in Annexure III (Click Here for Annexure-III)

The Electricity Ombudsman may entertain an appeal after the expiry of the said period of 30 days if he is satisfied that there was sufficient cause for not filing within that period. (Reg. No.8)  The onus of proof of delay in filing the appeal rests with the complainant

The Ombudsman will not admit  any appeal by any party, who is required to pay any amount in terms of an order of the Consumer Grievance Redressal Forum unless he has deposited 25 % of the amount ordered by the Forum in the prescribed manner. (Reg. No.8)

The Ombudsman may require  a complainant to furnish a declaration that he has not approached any court, tribunal, or any other judicial forum before admitting his appeal. (Reg. 17 (4) (d).
